This document clarifies for DHS social workers the procedure for challenging policydirectives. The document states that all policies are based on Federal laws, evidence-based research and best interests of children.  Some of the policies, however, have created a cause for concern by some because there is not such a narrow path between research and policies,  and “best interests of children” has never yet been satisfactorily defined to lead to one clear and unequivocable decision that would be obvious to all.
