The recent pandemic has strained the resources of current and former foster youth. HI H.O.P.E.S. members will discuss how the pandemic has affected foster youth and how the Consolidated Appropriations Act provides financial resources to help address these arising needs. They will also provide an update on the Pono Process for foster youth and recent efforts to ensure foster youth receive their vital documents upon reaching age 18.

10:30 a.m. NAVIGATING THE OPIOID PROBLEM IN CHILD WELFARE CASES: PRACTICAL TIPS FOR SOCIAL WORKERS, GUARDIANS AD LITEM, PARENT COUNSEL, AND JUDGES
– Understand neurobiological effects of addictive substances
– Understand the effects of substance use on parenting and attachment
– What are opioids?
– Understand opioid dependence/addiction
– How is Opioid Use Disorder treated (with an emphasis on Medication-Assisted Treatment)?
– Why is Medication-Assisted Treatment used for certain substance use disorders, but not for others?
– Can Medication-Assisted Treatment be used for Methamphetamine Use Disorder?
– Practical tips for social workers, GALs, parent counsel and judges for navigating the opioid problem in child welfare cases
– Reunification planning
– What to do when relapse has occurred?
– Family Drug Court vs. regular track cases
– Reconciling parental rights, best interest of the children, and legal timelines in child welfare cases involving Opioid Use Disorder?
– Understand the differences between Opioid Use Disorder and other substance use disorders, especially Methamphetamine Use Disorder (which is the most prevalent in Hawaii)
– Hawaii programs, e.g., Women’s Way, that offer Medication Assisted Treatment
